| Irrigation management transfer (IMT) refers to the transfer of authority and responsibility in the management of irrigation system units from public agencies into private-sector enterprises, such as water users associations (WUA) or local administrative units. The main aim of IMT is to bring about improvements in the performance of the irrigated agriculture sector, including both agricultural productivity and the financial and physical sustainability of irrigation schemes, and most performance evaluation systems developed for comparative purposes. The effective and sustainable management of irrigation systems requires the evaluation and monitoring of the performance of WUAs, for which the present study analyzes the performance of WUAs in the provinces of İzmir and Manisa, both of which fall within the Gediz Basin. The objective of this study is to compare the performance of irrigation schemes before and after being turned over to WUAs. Accordingly, in this study a number of physical, economic and institutional indicators are evaluated. Physical performance is assessed from irrigation rate figures, the sustainability of the irrigation area and the actual water supply; economic performance is assessed based on the efficiency of the collection of water fees and the level of financial self-sufficiency; and institutional performance is evaluated in terms of staff intensity.
