| Spain is a state subject to the freedom of social and democratic law, advocating justice, equality and political pluralism as the highest values of the legal system. The general purpose of the education system in the country, whose political structure is a parliamentary monarchy, is to enable everyone to benefit from quality education services. In this context, the principle of equal opportunity in education was adopted, and everyone was encouraged by law to receive basic, free and unprivileged education. Schools other than universities are managed by the Ministry of Education and Vocational Training.(MEFP). While the Ministry exercises its powers in the management of education, it is supported by the autonomous regional administrations and local education authorities in Spain.(Eurydice, 2023). So that; Spain is a country with different autonomous regions, and these regions determine their education policies partly according to their own needs. Therefore, the education system sometimes shows regional differences. For example; although the official language of the education system is Spanish, education is provided in its own language in some autonomous regions such as Catalonia and the Basque Region. Therefore, the education system in Spain is a hybrid system in which autonomous regions have the authority to implement their own education policies, while being based on standards determined at the national level.
