The concept of rights of the child has become a regularly discussed topic with the common usage of the principles of human rights and democracy, and numerous states around the world have secured rights of the child by legislation. Along with the recent and ongoing incidents, while children are still targets of war and forced into migration, live in misery, lacking education and being unable to access health services, seeing as a means of economic benefit because of their families, and the increasing rates of negligence, exploitation, and harassment make it necessary to put the question of rights of the child back to the agenda.While the rights concerning adults were defined firstly, later, as a result of discussions that children also have basic human rights (Erdoğan, 2011) and that those rights should be concluded, in 1989, under the leadership of the United Nations, universal rights of children were formed, including the rights of the child to development, life, education, protection, social and information and these rights were approved in 1994 in our country (Doğan, 2002; Erbay, 2013a; Karakaş and Çevik, 2016; Karaman-Kepenekçi and Baydık, 2009; Osler and Starkey, 1998; UNICEF, 2004). In the Convention on the Rights of the Child, the relation between parents and children, parents' obligations towards their child, rights of the child towards their parents, and the State's duties in fulfilling those rights are specifically established.
