| The subject of economic development has been begun to discuss in the economic literature since II. World War. The seminal papers on economic development were published in the amid of II. World War, and these papers considered as pioneer theories. These theories have been teaching in the economics literature and called “Orthodox Development Theories”. The common feature of the Orthodox Development Theories was the idea of the “external economies of scale”. However, the researchers, standing for Orthodox Development theories, were either failed to model math of external economics of scale or reluctant to use old fashioned economic tools. Therefore, Orthodox Development Theories were criticized because of inability to mathematically test the established models, the difficulty of modeling the assumption of scale economies, and the inability to provide transition by establishing connections with economic theory by the researchers. These criticisms pushed the Orthodox Development theory to the academic periphery of economics (Krugman, 1994; Todaro & Smith, 2012).Afterward, the various development theories such as International Dependence Theories, Structural Change Models, Dualistic-Development Theories were proposed, but these theories were criticized due to their failure on making concrete proposals to combat the underdevelopment. Indeed, Orthodox Development theories and other theories have faced with Neoclassical counterrevolution.
